Methodology: We pulled FY2026 procurement transactions from the official USASpending API for contract award types A–D, then enriched selected high-value awards with award-detail and transaction-count endpoints. Selection favored concrete public signals: not-competed / one-offer awards, urgency justifications, cost-plus pricing, unusually large modifications, and very high modification counts. A signal is a lead, not proof of wrongdoing.
